Good afternoon — it’s Friday, and National Donut Day.

FRIDAY, JUNE 7, 2024

TODAY’S CAPCON:

  • What do lawmakers plan to do on congestion pricing?

  • Bills of note that haven’t passed as of this newsletter.

  • Bills of note that have passed as of this newsletter (From the Notebook).

  • Bills to regulate social media went to the floor in both chambers Friday.

🔨 Is Monday a Session Day? No.

⛈️ Tonight’s Weather: Albany: Chance of storms, high 50s. New York City: Mostly clear, high 60s. (National Weather Service)

❗ CapCon Note: Happy Friday! It has been a long week. The final days of the legislative session were exhausting and complicated.

We’re going to give you a break from CapCon on Monday so we can all recuperate and head into the rest of the year with clear heads. See you Tuesday!

🔨 Session is wrapping up but lawmakers might be back

👋 The Legislature is saying goodbye to Albany for now but may return for some unfinished business.

Lawmakers still don’t know how they plan to respond to Gov. Kathy HOCHUL’s decision to delay congestion pricing as of this newsletter.

What we do know is that Democrats have moved on from efforts to reverse Hochul’s decision before they leave Albany.

  • The Assembly expects to finish the session Friday night at some point.

  • The Senate is finishing soon after you receive this newsletter.

“What happens with congestion pricing? I think that’s been decided already, at least the delay,” Assembly Speaker Carl HEASTIE said Friday. “So it’s ‘what do you do now with the billion dollar shortage?’ That’s the question.”

But that question will go unanswered for now.

Senate Majority Leader Andrea STEWART-COUSINS confirmed Friday evening that the Legislature will gavel out and leave Albany without a plan.
