Good afternoon — it’s Tuesday and Primary Day.

In today’s CapCon:

  • Here’s a ranked list of the 17 members of the Legislature who managed to get more than 20 of their bills passed through both chambers this year.

  • Travel from Florida to New York for an abortion spiked last year, new data shows.

  • Travel from Canada into New York dropped last month by hundreds of thousands, federal data shows.

  • State Senate Republicans are asking Hochul to get New Yorkers out of Israel.

  • A bill awaiting Hochul’s consideration would ban PFAS in menstrual products.

Names in today’s CapCon: Kathy Hochul, Chuck Schumer, Ron DeSantis, Linda B. Rosenthal, Nathalia Fernandez and I won’t spoil who the 17 overachieving lawmakers are mentioned above

✈️ Abortion travel from Florida to New York nearly tripled in 2024

It’s been three years since the U.S. Supreme Court overturned Roe v. Wade, handing laws on abortion back to the states.

New York’s abortion laws are among the least restrictive in the country. An abortion is allowed for any reason up to 24 weeks. After that, it’s only allowed if the fetus is no longer viable or if the pregnant person’s life or health is at risk.

Democrats have built on that law since the Supreme Court’s decision to allow doctors in New York to prescribe medication to induce an abortion via telehealth and without having their name attached to it. That’s to help them avoid scrutiny and liability.

State officials, including Gov. Kathy Hochul, have been clear that they want New York to be seen as a safe harbor for people seeking abortions.

And new data released Tuesday shows New York is fulfilling that role. The numbers are from the Guttmacher Institute, an independent abortion policy and research group.

This is the first time that we have two full years to compare to each other since the Supreme Court decision happened in 2022. They don’t have data on travel to New York from all states but a few numbers stuck out.

Let’s look at the data on people who traveled to New York for an abortion from Florida, Georgia and Texas. Those are the three states below Pennsylvania from which more than 100 people traveled to New York for an abortion in 2023 and 2024.

Here’s how many people traveled here from those states for an abortion in 2023:

  • Florida: 720

  • Texas: 580

  • Georgia: 240

For Texas and Georgia, the numbers didn’t change that much in 2024. But they did in Florida.

The Sunshine State’s ban on abortion after six weeks of pregnancy took effect in May 2024, replacing the state’s 15-week ban that had been in place in 2023. The laws in each state that borders Florida aren’t any less restrictive, with some having outright bans.

The closest state where a Floridian would have less restrictions on abortion is North Carolina, where there’s a 12-week ban.

But the new data shows a spike in the number of people from Florida who chose New York as their abortion destination last year. Texas and Georgia didn’t change much.
