Good afternoon — it’s Thursday and the Senate’s last day of session.

In today’s CapCon:

  • Gov. Kathy Hochul testified before Congress on the state’s sanctuary policies for immigrants and faced relentless attacks.

  • Here’s an update on where end-of-session bills stand, including a big artificial intelligence bill that passed the Senate today.

  • New York is being sued by the Trump administration over a state law intended to protect immigrants from being detained at state courthouses.

  • A lobbyist was spotted on the Assembly floor Thursday, highlighting a grey area in the chamber’s policy against that.

  • The Gaming Commission is proposing a rule to restrict “coupling” in horse racing.

🗣️ Hochul faces endless attacks at sanctuary cities hearing in Congress

There are sometimes moments in the state Legislature that you could consider dramatic or explosive.

But watching members of Congress pepper Gov. Kathy Hochul and two other governors with questions about their states’ sanctuary policies for immigrants make those moments feel downright boring.

Hochul took questions for more than five hours from members of Congress on both sides of the aisle who asked her about how and when the state works with federal immigration authorities to detain immigrants for purposes of deportation.

It was remarkably explosive. Rep. Marjorie Taylor Greene, R-GA, told Hochul from the dais that she should be criminally charged for the death of Laken Riley, who was killed by an immigrant previously released from police custody in New York.

“You are responsible for the murder of this little girl, Laken Riley,” Greene said. “And the Department of Justice should prosecute you for her murder.”
