Good afternoon — it’s Thursday and National Pie Day.

In today’s CapCon:

  • Attorney General Letitia James put out a public warning to the Trump administration on immigration enforcement in New York Thursday.

  • The CapCon Calendar is now live and ready for you to access. Link below.

  • A new bill to reinstate New York’s mask ban has been introduced and looks a lot different from the version proposed last year.

  • Rules & Regs: moped registration and dietitians in specialty hospitals.

⚖️ Tish has been preparing for Trump’s presidency

While some Democrats have signaled a willingness to work more collaboratively with President Donald J. Trump during his second term, New York Attorney General Letitia James has not been one of them.

James took office as the state’s top attorney in the last two years of Trump’s first term and quickly became a consistent thorn in his side, following through on her inaugural campaign pledges to file lawsuits against his administration while joining with other attorneys general on several multi-state efforts.

That also happened to be when I worked for the New York Law Journal, where James’ office was part of my beat. It was a busy time.

Among the most high-profile cases from New York adjudicated against the Trump administration involved an effort to ask about citizenship on the 2020 U.S. Census.

New York’s position was that all people should be counted, regardless of citizenship. The Trump administration only wanted citizens counted. James’ office worked with the American Civil Liberties Union on the case and won.

About three years later, James and Trump would find themselves in the same Manhattan courtroom, where attorneys for her office argued that he inflated the value of his assets to secure financing for his company’s projects.

Her office won that case as well, reigniting a public rivalry that might have fizzled out if Trump had lost last year’s election.

Trump has been in office less than a week but James said Thursday that she already has a strategy against his anticipated plans, including large-scale deportations.
