What's in the fifth (and final) state budget policy bill
This is the Revenue budget bill and it includes a lot of tax-related changes.
Good afternoon — it’s Thursday and the second day of voting on the state budget.

This is the second CapCon you’re receiving today in case you missed the first.
The final Article VII policy budget bill is the Revenue bill. It hasn’t passed both chambers of the Legislature just yet.
I read the entire bill today to pull all the sections you’ll want to read about.
Those include new tax incentives for the semiconductor industry, the changes to the Payroll Mobility Tax and the new income tax rates in the budget.
Names in today’s CapCon: None! Just a budget bill.
💰 What’s in the final budget policy bill: Revenue
We now have all five Article VII budget bills introduced. Those are the bills that include changes in policy. The other five deal exclusively with spending.
The Article VII bills are the fun ones. They have everything you’ve been reading about and are usually where we find small items that weren’t anticipated. The price of that treasure hunt is eye strain.
I told you about the first three yesterday and the fourth one this morning. Click on those links to read those but I’ll leave them at the end of this one as well.
Now we’re on to the fifth: Revenue.

This bill has a lot packed into it. There are new tax credits, new tax rates and new tax increases. That’s just the start of it.
